How it is calculated, step by step
- Customs value = price paid to the supplier + shipping, loading, handling and insurance up to the entry into Morocco (article 20 and following of the customs code), converted into dirhams.
- Import duty = customs value × your product's duty rate.
- Parafiscal import tax = customs value × 0.25%.
- Import VAT = (customs value + import duty + parafiscal tax + any other taxes) × VAT rate. This is the method of the assessment examples published by customs.
- Landed cost = customs value + duties and taxes + costs in Morocco. If you are registered for VAT, import VAT is in principle deductible: it leaves the cost.
- Selling price: with a margin on the selling price, price = cost ÷ (1 − margin); with a margin on cost, price = cost × (1 + margin).
Worked example
100 items at CNY 25, with an example rate of CNY 1 = MAD 1.40: MAD 3,500 of goods. Shipping to Morocco: MAD 800. Customs value: MAD 4,300.
Import duty at 17.5%: MAD 752.50. Parafiscal tax at 0.25%: MAD 10.75. VAT at 20% on MAD 5,063.25: MAD 1,012.65. Total duties and taxes: MAD 1,775.90.
With MAD 300 for the broker and MAD 100 of local transport, the total paid is MAD 6,475.90, i.e. MAD 64.76 per item. For a 40% margin on the selling price, sell at MAD 107.93 at least. If you recover VAT, the cost drops to MAD 54.63 and the suggested price to MAD 91.05 before tax (MAD 109.27 with 20% VAT).
Rules to know
- Since 1 July 2022, any goods bought on an e-commerce platform are subject to import duties and taxes, whatever their value.
- The exemption still applies to occasional shipments with no commercial nature, worth no more than MAD 1,250, sent directly from one private person to another (excluding alcoholic drinks and tobacco).
- A batch of several identical items meant for resale is commercial: the exemption does not apply.
- The 2026 finance law changed some rates, for example: mobile phones cut from 17.5% to 2.5%, tax on imported wood at 6%. Always check your product's rate.
Official sources (consulted in October 2026): ADII circular no. 6346/210 (online purchases, MAD 1,250 exemption) · ADII circular no. 6702/210 (2026 finance law) · customs code, article 20 and following (customs value) · official assessment example (parafiscal tax, VAT) · ADiL, duties by product
Limits: the tool does not calculate specific taxes (domestic consumption taxes on some products), trade defence measures or each carrier's own fees. Express parcels may carry a carrier handling fee, to enter in the costs in Morocco. Exchange rates are indicative: customs applies its own rate.
Frequently asked questions
Is an AliExpress parcel under MAD 1,250 exempt?
No. Since 1 July 2022, goods bought on an e-commerce platform are subject to duties and taxes, whatever their value. The MAD 1,250 exemption only covers occasional shipments between private persons, with no commercial nature.
How do I find my product's import duty?
It depends on the tariff code (HS nomenclature) and the origin. Look your product up on ADiL, the customs portal, or ask your supplier or broker for the code. A free trade agreement can lower the rate if you have a valid proof of origin.
Does shipping count in the customs value?
Yes. Shipping, loading, handling and insurance up to the entry into Morocco are added to the price paid. Import duty and VAT are therefore also calculated on international shipping.
Can I recover the VAT paid on import?
If your business is registered for VAT, the VAT paid on import is in principle deductible from the VAT collected on your sales. A private person or a business not registered for VAT does not recover it: it is then a cost. Ask your accountant to confirm.
Why is my assessment notice different?
Customs may use another tariff code, another value or its own exchange rate, and an express carrier often adds handling fees. This calculator gives an estimate: only the assessment notice prevails.
